What happens if you get sentenced to Regimented inmate discipline and they dont make you go for 3 1/2 years?

My husband got senteced to RID for 6 months 3 1/2 years ago. At the time they said they didnt have a bed for him that they would contact him when one was ready. Is there anything I can do since its been so long and he hasnt go into anymore trouble. After RID he has 5 years probation.
