Is it legal and legitimate for refugees to be forced to return to their home country by their host nations?

Recently, Ghanaian government under the directive of the Interior Minister, the Military and the National Police of Ghana surrounded the Liberian refugee camp in Ghana and arrested about 630 refugee women and children for staging a week plus site sit-in protest to the United Nations High Commissioner for Refugees in Ghana stating that, if the UNHCR wanted them to return home, their returnee package should be increase from $5.00 per family member to $1,000.00 so that they can at least use that amount to rebuild their lives upon return to ,Liberia after 14-18 years in exile. But the Government of Ghana under John A. Koffour whose leadership have intimidated refugees more than once with arm invasion have decided to arrest those women two weeks ago, came back a week after and arrested about 17 men whom they claimed are illegal refugee meaning that they are not register with UNHCR-Ghana, but UNHCR-Ghana admitted that those men were registered. The government deported those men last week.
