Why do some games run faster on vista and slower on xp and vis-versa?

Some games run with more FPS on vista and some run faster on xp? why is this. How does the OS effect the softwares performance. I hear a lot of the newer gams are optimized for vista, how is this done and how does this differ from developing under xp? how can you make your games run faster under vista. thanks ;)
